While well-intentioned, the best solution would be to create carbon capture plant systems that would be harvested and processed for use as a biofuel feedstock. This would create jobs in an underemployed area and provide a diversified and transformational industry on previously mined property and maintain the ability to provide land for future development opportunities.
This program would eliminate the ability to use available post-mining land for highest and best use.
